It was proposed and unanimously approved that Sarah Delany and Stephen Blackshaw be appointed as Churchwardens.

It was proposed and approved that Geoff Spinks and Chris Tew be appointed as Assistant Churchwardens. Sarah and Chris were welcomed to their roles.

Stephen advised that meetings would take place more often in the future and thanked all those that helped the Churchwardens over the year.

Presentation of Electoral Roll

Stephen Blackshaw presented the report and advised that two names had been removed as they were now deceased.

Deanery Synod Election of Officers

It was explained that the PCC was entitled to have two members at the Deanery Synod. It was agreed that Debby Barnes and Diana Davies-Scourfield would remain as members.

PCC Representatives

Reg Vowells, Sarah Delany and Jackie Jurd are standing down this year. Ian Jurd, Geoff Spinks and David Harrison were elected as members of the PCC. There were no other nominations. The new members were welcomed to the PCC.

Ian Jurd agreed to take on the management of the Church Hall. Chris Tew offered his services as secretary and David Harrison volunteered as Treasurer.

Sidesmen

It was advised that the current list of sidesmen requires amendment. The PCC agreed to elect the new sidesmen as appropriate. They were unanimously elected.

Appointment of Independent Examiner of Accounts 2003

The financial reports were accepted and a vote of thanks was given to John Newcomb. He was unanimously voted as Independent Examiner 2003. Paul Adams will advise John Newcomb.

Rector's Report

Stephen Blackshaw gave a vote of thanks to Geoffrey Armstead for his work at St Andrew's. It was expected that Geoffrey would continue as locum priest until our new incumbent arrives. He would not be able to lead all the services however. Geoffrey spoke about the need to accept service changes and timing of future services.

AOB

A vote of thanks was given to Geoff Spinks for his work for many individuals in the parish. Thanks were given to the maintenance team, the cleaning rota volunteers and the flower rota volunteers.

There was no other business.

Rector's & Churchwardens' Report

This has been another year of change for St Andrew's and we are still working hard to adjust to our new circumstances. It has not been easy and it will be some time before we will feel settled into an established pattern.

We started the year with two tasks ahead of us; the selection of a new Rector; and our merger with the benefice of Bentworth, Lasham and Shalden into the new benefice of Bentworth, Lasham, Medstead and Shalden. These two major tasks have been achieved. Our new Rector is the Reverend Ben Flenley - known as Rev Ben at the school - and we are now part of the new benefice.

However, accomplishing these two tasks has been only the start of a new phase in the life of St Andrew's Medstead.

From April 2003 until Ben's induction at the end of November 2003, we were lucky to have the help of Reverend Geoffrey Armstead. Geoffrey provided us with assistance way beyond what we could have expected of a locum. In addition to taking all our services, he prepared a number of couples for marriage, several babies for baptism, and conducted funerals. He also did a great deal of pastoral visiting and supported the school fully, including making a weekly visit. I am particularly grateful for the help he gave me as I got to know my role as Churchwarden. We were able to show our appreciation of all Geoffrey had done for us at his farewell service on 23 November which was followed by a "bring and share" lunch in the church hall. He was presented with a cheque to go towards the costs of his doctorate hood and books for his studies.

On 19 October 2003, Anita, Laura and Debbie Bray presented a Cruet set at the Communion service, in memory of David. This was an emotional occasion and it was lovely to see Anita and the girls again. We wish them the very best for the future.

Following the selection of the Reverend Ben Flenley as incumbent for the new benefice, Bishop Trevor and Archdeacon John Guille presided at Ben's Induction service in St Mary's Church Bentworth on 26 November 2003. We have been pleased to welcome Ben, his wife Kathryn and their children to the benefice and to St Andrew's in particular.

Ben's first service in the benefice was a joint benefice service at St Andrew's on our Patronal festival day, 30 November. This was followed in the evening with a recital given by Canon Roger Job and Patrick Busby.

Throughout the year, representatives of the four parishes have been meeting regularly to plan the integration of the four churches into the new benefice. Following his selection, Ben joined these meetings to help us to find solutions to some of the difficulties faced. One of the main problems was to agree a pattern for Sunday services to suit all the parishes and to give Ben a chance to meet people. A new pattern of services was agreed by all for a trial period of six months. The basic pattern for the benefice consists of services at 8 am, 10 am and 6 pm on the 1st, 2nd, 3rd and 4th Sundays and a joint benefice service at 10 am on any 5th Sunday. The details of services are published in The Villager. Here at St Andrew's we have endeavoured to maintain a service at 10 am every Sunday except the 5th Sunday and we have kept two communion services at 8 am. We have also introduced a service of Evening Praise at 6 pm on the 4th Sunday of every month.

Because there are two services at 10 am on most Sundays, Ben is not able to attend both. We have been lucky to have Simon Baker, available when his work permits, to take services both at St Andrew's and in the rest of the benefice. Ben works with his wife Kathryn, who is a Reader, and Simon to ensure that we have a Priest to lead our services as often as possible. On the occasions when this has not been possible Stephen Blackshaw and I have led the worship, and we have also welcomed Reverend John Harper from Four Marks and Canon Roger Job to our services. As Carol Fuller completes her training as Reader, she will also be available to help lead services, both in St Andrew's and throughout the benefice.

At Christmas we experimented by holding our Carol Service on the Saturday before Christmas and this proved to be a success. Simon Baker led the worship at Midnight Mass on Christmas Eve and Ben led the service on Christmas morning.

This Easter, Simon will lead our services on Maundy Thursday, Good Friday and Easter Sunday.

There has been some feedback on the new pattern of services, in particular the "Family service". In response to this, in April the fourth Sunday 10 am service will be the Family service and it will be aimed at families with younger children. In the future, we hope to reintroduce the involvement of village organisations in this service. Following the trial period, Ben and the benefice standing committee will review the service pattern throughout the benefice, but we will keep you fully informed of any changes that result.

The process of getting used to a new Rector and integrating into a new benefice is inevitably difficult and unsettling. However, with Ben and Kathryn's enthusiasm, the help of everyone in St Andrew's and the friendliness of people of Bentworth, Lasham and Shalden, it is going as smoothly as one could hope for.

One area which has not run smoothly is the progress on the replacement of the Church roof. Despite the best efforts of Bill Davies and Norman Penfold, English Heritage have delayed the authorisation of their grant to us which has prevented the work from starting in mid-March as originally planned. As a result, two weddings have had to be moved to the church in Bentworth, and at the time of writing, there is still no start date. Once the work has started, services will be held in the Church Hall.

We were very sorry when Yvonne Haigh decided to step down as Junior church leader. She has struggled through a very difficult period for the church here at St Andrew's, and we are very grateful for all she did to keep things going. I am very glad to see her continuing to worship here and contributing, with her daughter Gemma, to the choir. With regard to the provision of a Junior church, Kathryn Flenley is setting up a meeting for a group of people from the benefice to discuss the future for the children in this church and the whole benefice. If anyone is interested in coming to contribute their ideas, please do contact either Kathryn or one of the Churchwardens.

Debby Barnes, Liz Gilbert and Diane Palmer have continued in their work with the Medstead Misfits, a thriving group of young people. We are very grateful to these three leaders and their occasional helpers for all the work they do.

We are grateful to Julia Phillips who has taken on the role of Child Protection Representative; the law now requires that all those who work with children or vulnerable adults are suitably vetted and Julia is to guide us through this process.

In order to keep the church going, there are many who give freely of their time and talents in support of St Andrew's church. Our thanks go to Hazel Rowe who, as sacristan, prepares the sacraments; Jan Evans who, with her team of flower arrangers help to make the church so beautiful; the army of people who clean the church and carry out maintenance; all those who unlock and lock the church throughout the year; the bell ringers, flag raisers, clock winders and those who arrange the heating and order the oil; Mary Spinks who arranges the Lenten lunches and co-ordinates the Winchester Cathedral Refectory support; and the social committee who work tirelessly to arrange fund raising events throughout the year.

We thank the members of the maintenance committee, led by Norman Penfold; the church hall committee, led by Ian Jurd; and the music committee, led by Patrick and Wendy Busby. We are lucky to have so many talented musicians to help with our worship. We also need to thank the committee who run FOSAC, for their efforts to raise money to fund the work on the church roof.

Our finances this year have been managed by David Harrison who took over from Paul Adams. He got up to speed in a short time and we are sorry to see him leave after all the work he has put in. We thank David and wish him and Pam well in their new home. Helping David throughout the year, our thanks also go to Sharon Blackshaw and Geoff Spinks. Geoff has decided to step down from the task of paying in money received and we thank him for his years of service. Paul Phillips has been our covenant secretary, however, he is standing down this year, we are very grateful for all that he has done for St Andrew's and thank him for his support.

One person who has been a huge help throughout the year is Chris Tew, he has worked hard as secretary to help keep me, in particular, doing the right things at the right time. Thank you very much Chris.

We still have much to look forward to and develop in St Andrew's, and I believe that as things settle down in our new benefice with Ben we will be able to grow and provide a strong example of what can be achieved with the help of God.

Finally, I would like to thank my fellow churchwarden Stephen, in particular, and everyone in general for their support through this year. It has certainly been a crash course for me, and I have been grateful for your tolerance when things have not gone quite as intended.

Report on the Proceeedings of the PCC

The PCC's first meeting of the year was held on 8th April, immediately following last year's APCM. As usual the purpose of this meeting was to elect Treasurer, Secretary and Standing Committee.

Meetings were then held on 30th April, 8th July, 8th September, 4th November 2003, and 28th January and 17th March 2004. In addition to routine business we discussed the following:

A special meeting was held on 31st July to view and discuss the Archbishop's video Grounds for Hope, which encouraged us to be more outward-looking.

Fabric, Goods & Ornaments Report

Refurbishment

The intended refurbishment of the Church roof was delayed yet again by English Heritage changing their application requirements; a contractor has not been appointed. Having originally agreed works that included the Chancel roof, English Heritage stated that these works are now excluded from their grant. At the start of the year, Norman Penfold agreed to co-ordinate the works and general maintenance for the year. He has, with Bill Davis, worked extremely hard to represent the interests of St Andrew's Church and to provide timely and accurate information to both the architects, The New Sarum Partnership, and English Heritage.

General Maintenance

Maintenance has been carried out to the buildings and grounds on first Saturday of each month, other than January 2004, by a small number of dedicated members of the congregation. The Parish Council cut and collected the grass in season but the pruning of the larger trees is still awaited.

Goods and Ornaments

During the year, the sanctuary lamp wick winder was damaged beyond repair and the glass cracked through over-heating. A red-glass candleholder and candle are being used temporarily whilst a search for a suitable replacement is made. Anita Bray presented St Andrew's Church with a glass cruet set as a memorial to David's short, but eventful, ministry.

Sharing Good Practice

Two events took place. The first discussed ideas for family services and included outreaching to the community to bring them into the church:

Junior Church Report

Junior Church has met regularly on the first and third Sunday of each month up until Christmas, but in term time only. The children are encouraged to come along to the Family Service with their families each month, or twice if there is a Family Communion on the fifth Sunday of the month.

4-6 children regularly attended Junior Church sessions, which were always held in the Church Hall except for the end of term picnic in July, which was held on the green. Their ages ranged from 3 to 11 years.

Junior Church was running with the help of a Mum's Rota, consisting of three interested and supportive Mums. The wide age range means that activities have to be organised which are capable of being undertaken by small children, as young as three, and other activity-based plays, games or discussion groups for the older ones. Older children are encouraged to become involved with bible story reading, and children's picture bibles for the very young are used to help the young ones understand better.

A variety of extra materials were used to make the sessions more interesting. These included craft and art materials, videos, internet picture resources, as well as some old Salt booklets that Geoffrey acquired by donation.

Having followed through all the important New Testament teachings of Jesus over the past 18 months, we decided to begin the September term by looking at The Old Testament. More specifically: The Creation, Adam & Eve, Noah's Ark and Joseph's dreamcoat. The Remembrance Sunday session focused on potato printing fields of red poppies together with a discussion about the significance.

Junior Church undertook the nativity play again this year under the command of Sarah Delany. Sarah stepped in to organise a last minute Family Service containing a shortened version of The Nativity, based on a book she had at home about a donkey's perception of the event. Celia very kindly accompanied the children's singing on the piano.

Again this year, Junior Church had a box for the children to put coins in that they wished to donate to the Children's Society charity. We regularly discussed some of the work of the Children's Society with the children.

Junior Church was unable to continue after Christmas due to a lack of support at that particular time of year by local families. Therefore as leader, I felt I had no option but to write to the PCC in January explaining that there was little point in continuing to offer this session, unless there was a radical change in the level of support.

Medstead Misfits Youth Club Report

Continued meeting twice a month. Have been using the Church Hall for several months on the 4th Friday of each month. Can plan larger activities this way. With spring and summer we will do outdoor activities on the 2nd Friday weather permitting.

Average numbers are 10-12 with age range 11 to 15.

Still only 3 leaders: Liz Gilbert, Diane Palmer and Debby Barnes with occasional help from Liz's son-in-law and husband and Debby's husband. All of us are re-thinking continuing after July. The Diocese offers no help other than going yourself to Church House to borrow books and videos. The youth clubs in Alton and Four Marks churches are very successful with full time youth workers.

Financially we just about break-even with tuck shop and outings.

Church Hall Report

Bookings of the Hall during the past year are slightly down from the previous year. This is mainly due to the Playgroup, who now have their own premises and no longer need the Hall and the Line Dancers, who have reduced by one booking a month to allow use of the Hall by the Misfits. This has reduced the overall income by just over £1,000 over the year. During this period 194 revenue bookings were taken and 45 Church (non-revenue) bookings.

In June last year, Ian Jurd took over as Chairman of the Church Hall Management Committee from Stephen Blackshaw and a vote of thanks was passed to Stephen for his dedication and hard work over the years he had been Chairman.

We were extremely grateful to Margaret Northcote for the donation of a large amount of crockery, in excess of 300 pieces, for use at the Hall. The crockery came from the Watercress Line where Margaret has been involved in catering for many years.

We are also very grateful to Stephen Blackshaw, who despite relinquishing his appointment as Chairman, has continued to carry out routine cleaning. We are in the process of investigating the hiring of a contract cleaner to carry out more thorough quarterly cleaning.

Due to the continued delayed repairs to the Church roof, all major maintenance has been deferred, including maintenance of the wooden floor and internal and external decoration. However, we were able to purchase 84 new chairs and a storage trolley with the generous bequest from Walter Jones. It is planned to sell off the older chairs.

The Church Hall Committee continues to meet quarterly, the core members being Ian Jurd (Chairman), Elizabeth Tew (Bookings Member), Mary Leonard (Licensing and Safety Member) and Robin Evans (Secretary).

Friends Of St Andrew's Church (FOSAC) Report

The FOSAC constitution was approved and was formally adopted on 6th March 2001. The current committee of FOSAC is Chris Oulton (Chairman), Logan Colbeck, Diana Davies-Scourfield, Bill Davis, John Plant, and Nick Stenning; Ben Flenley will join in the near future.

The purpose of FOSAC is to promote interest in the maintenance, repair and care of St Andrew's Church, Medstead. Several people have in the past expressed a wish to help preserve the Church in good repair as a "flagship" building in the village. They do not necessarily wish to support what goes on inside the Church but do want to see the ambience of the village maintained by having the Church in good repair. It was difficult to achieve this without setting up a separate body where the funds raised could be earmarked for the stated purpose, hence the establishment of FOSAC.

During 2003 regular subscriptions and donations raised just under £3,000, some of which will qualify for tax refunds under the Gift Aid scheme.

In 2003 FOSAC organised a very successful tennis tournament, two well supported pony picnic rides and two much enjoyed bingo nights. In all over £1,700 was raised.

Another major activity in the year was the development of our applications for grants. To date six grants have been secured totalling £61,800. In addition we should qualify for a grant under the Listed Places of Worship Scheme equivalent to the difference between the current rate of VAT and 5%, roughly £10,600.

The expected costs of the project are likely to be just over £123,000, to date FOSAC, the church and income from the village fête have raised £39,900, we expect grants of about £73,000, so we still have at least £10,000 to raise, before any provision for contingencies.

FOSAC expects to organise more fund raising events in 2004, including the Call My Wine Bluff held on 6th February (a very successful evening raising more than £1,500) and looks forward to working with the church in raising the balance of the monies needed.

Music Committee Report

Committee Members

Introduction

This year has brought many new challenges and opportunities for the music committee. The formation of a united benefice has enabled St Andrew's to share its talented group of musicians with other the parishes, who have all been very supportive and grateful for the extra help. Our Organists Adrian Barnes, Patrick Busby, Stephen Delany, Carol Fuller and Celia Hayes have all been very co-operative in extending their duties to cover Bentworth and Lasham wherever possible. The united benefice services have given the choir an opportunity to lead worship in each parish. Musicians from Lasham and Bentworth and Shalden have also supported the choir in these events.

Organ Rota

This has been successfully organised by Carol Fuller for the past year. The rota works as follows:
St Andrew's: 1st Sunday Adrian Barnes, 2nd Sunday Celia Hayes, 3rd and 4th Sundays alternating between Carol Fuller and Patrick Busby. 4th Sunday Evening Praise to be shared between all organists. 5th Sunday Adrian Barnes.
Bentworth: 2nd Sunday Adrian Barnes.
Lasham: 1st Sunday Patrick Busby/Celia Hayes.
Helen Griffiths covers Shalden.

Our organists are often asked to play at extra services at each parish on special occasions.

Choir

This is now being run by Wendy Busby, Carol Fuller and Celia Hayes. Rehearsals are every Sunday at 9.15am for 45 minutes normally in the church hall. We have a healthy number of around 15 members of all ages. New members will always be welcome! The choir lead worship at each Sunday service and perform anthems on special occasions. We were grateful for Geoffrey Armstead's assistance and advice for music material throughout last year. We had a very successful 9 Lessons and Carols and Midnight Mass service last year with great support from Ben Flenley, Simon Baker, Churchwardens, and our team of organists. The choir has been working hard to provide items for our Easter services this year throughout Holy week. The choir will continue to be on duty at each United Benefice Service.

We will also be rehearsing new settings of The Gloria, Kyrie, and Agnus Dei with new versions of responses for choir and cantor. We are very fortunate in having the assistance of Simon Baker and Ben Flenley in this matter.

Peter Hayes Legacy

We are very fortunate to have been left funds to help with worship at St Andrew's. Celia is currently having a wooden music stand made, which will be in memory of her father and will be blessed at a special service in June this year. There are also funds available to provide more music copies of Hymns Old and New.

Electronic Piano

This has been successfully used at many of our family services, and works very well with some of the more modern hymns. This will soon be on castors and therefore easier to move from the vestry. Thanks to Celia Hayes for organising this.

Foundation Governors' Report

I am pleased to report that the links between the school and the church are very strong.

Geoffrey Armstead, the locum vicar, worked closely with the school to develop the school's spirituality. The good relationship between the church and the school has contributed to the children's spiritual development. Geoffrey took Collective Worship on a regular basis until Ben Flenley, the new incumbent, was installed in November 2003. Ben intends to take Collective Worship at Medstead Primary on a monthly basis.

The school each year participates in one of the Lenten lunches. This year it was decided to support the African Revival Ministries (orphanage) in Burundi as Sarah Dendy (a teacher at Medstead) was in close contact with a teacher who works at the school. Sarah visited Burundi in February 2003 and both she and the children spoke at the Lenten lunch explaining the importance of the necessity to support Burundi.

The highlight of the school year was the production in March of Joseph's Technicolour Dreamcoat. We congratulate the school on this quality production.

Due to the increasing numbers on roll the Festival Services of Harvest, Easter and the Community Carols have all been held in school. At the Easter service every class presented their understanding of Easter. Ben Flenley was inducted in November and he attended the Christingle service and the Nativity play. The school continued the tradition of Posada throughout the season of Advent concluding in the Christmas service, where the whole school managed to squeeze into the church.

Mary Leonard and Jill Davis as Foundation Governors regularly participate in school activities. Mary Leonard also liaises with Melanie Buckmaster who is responsible for RE throughout the school. Jill Davis liaises with Melanie in the context of the able child and with Marion Slater for special needs.

The excellent relationships between the church and the school continue to flourish, this is due to the hard work, commitment and vision of the Headteacher Carole Roberts, the RE co-ordinator Melanie Buckmaster and the liaison with the Foundation Governors. We are now looking forward to working with Ben and developing the spirituality of the school under his guidance.

Social Committee Report

The Social Committee organized nine events in 2003 providing several occasions for outreach and raising in excess of £6,300 (2002 £4,500) towards Church funds.

The events ranged from the ever popular Safari Supper, Quiz Night and Jumble Sales to the Hog Roast/Flower Festival, the Church Fête and the Concert at the end of November. This year the Committee also organized a Talents event which raised over £1,250.

In 2004 the Committee have already held a very successful Quiz Night and have lined up two Jumble Sales, Safari Supper, a Bridge Tea, a Hog Roast and another concert at the end of November. Another Talents event will also be started at Easter.

The present Committee is suffering from a lack of new input and would dearly like to see more volunteers joining in either as full members or as a "manager" for one or two events. Our next meeting is scheduled for 7:30pm on Thursday 13th May at Beechcroft, Wield Road, why not come along and see what we get up to without any commitment.
